केंद्र सरकार ने पिछले महीने 8वें वेतन आयोग को मंजूरी देने का एलान किया था। तभी से अटकलें लगाई जा रही हैं कि 8वें वेतन आयोग में फिटमेंट फैक्टर क्या होगा और केंद्रीय कर्मचारियों की सैलरी में कितना इजाफा होगा। कुछ एक्सपर्ट का कहना है कि न्यूनतम मूल वेतन में 108-186 फीसदी तक की वृद्धि होगी। वहीं, पूर्व वित्त सचिव सुभाष चंद्र गर्ग ने एक इंटरव्यू में दावा किया था कि यह बढ़ोतरी 20 से अधिकतम 30 फीसदी तक सीमित रहेगी।

इससे देश के 1 करोड़ से अधिक केंद्रीय कर्मचारी और पेंशनभोगी उलझन में पड़ गए हैं कि आखिर सैलरी में कुल कितना इजाफा होगा। आइए समझते हैं कि असल में सैलरी कितनी बढ़ सकती है।

Good News - 12 लाख तक की इनकम पर कोई टैक्स नहीं देना होगा

वित्त मंत्री निर्मला सीतारमण ने इनकम टैक्स को लेकर मिडल क्लास को बड़ी राहत दी है। आम बजट में ऐलान किया गया है कि 12 लाख तक की इनकम पर कोई टैक्स नहीं देना होगा। नए रिजीम के तहत इसकी छूट दी जाएगी। वित्त मंत्री ने डेयरी और फिशरी फार्मर्स के लोन की सीमा बढ़ाने का ऐलान किया है। इसके अलावा एमएसएमई सेक्टर का क्रेडिट कवर बढ़ाने का भी ऐलान किया गया है। उन्होंने कहा कि बुजुर्गों को टैक्स की छूट की सीमा दोगुनी कर दी जाएगी। इससे पहले वह छह पूर्णकालिक और दो अंतरिम बजट पेश कर चुकी हैं। वित्त मंत्री ने कहा कि हम दुनिया की सबसे तेजी से बढ़ने वाली अर्थव्यवस्था हैं।

वित्त मंत्री ने कहा कि अब चार साल तक अपडेटेड आईटीआर भरा जा सकेगा। इसके अलावा टीडीएस पर टैक्स छूट की सीमा 10 लाख होगी।

 8th Pay Commission: How is the fitment factor determined and what is the estimated salary hike for government employees - 8th Pay Com8वां वेतन आयोग सरकारी कर्मचारियों की वेतन वृद्धि के लिए फिटमेंट फैक्टर के आधार पर सिफारिशें करता है। फिटमेंट फैक्टर एक ऐसा गुणक है, जिसका उपयोग सरकारी कर्मचारियों के वेतन और पेंशन की गणना में किया जाता है। इसमें महंगाई और कर्मचारियों के प्रदर्शन जैसे कारकों को ध्यान में रखा जाता है। आइए इस विषय पर विस्तार से चर्चा करते हैं। सरकार ने 8वें वेतन आयोग को स्वीकृति प्रदान कर दी है। केंद्रीय मंत्री अश्विनी वैष्णव के अनुसार, 8वें वेतन आयोग का गठन अगले वर्ष, यानी 2026 में होगा, जब 7वें वेतन आयोग का कार्यकाल समाप्त होगा। नए वेतन आयोग के गठन के साथ केंद्रीय कर्मचारियों की सैलरी और पेंशन में महत्वपूर्ण वृद्धि की संभावना है। यह वृद्धि फिटमेंट फैक्टर के आधार पर निर्धारित की जाएगी। आइए जानते हैं कि फिटमेंट फैक्टर क्या है और केंद्रीय कर्मचारियों की सैलरी और पेंशन में कितनी वृद्धि हो सकती है।

No. 5/7/2003-ECB&PR dated 22 December, 2003 and Ministry of Finance (Department of Financial Services) Notification No. F. No. 1/3/2016-PR dated 31 January, 2019, the Central Government has. decided to introduce Unified Pension Scheme, as an option under the National Pension System for the employees of the Central Government who are covered under the National Pension System.

फा. सं. एफएक्स-1/3/2024-पीआर. - वित्त मंत्रालय (आर्थिक कार्य विभाग) की दिनांक 22 दिसंबर, 2003 की अधिसूचना संख्या एफ सं. 5/7/2003-ईसीबीएंडपीआर और वित्त मंत्रालय (वित्तीय सेवाएं विभाग) की दिनांक 31 जनवरी, 2019 की अधिसूचना संख्या एफ सं. 1/3/2016-पीआर के आंशिक संशोधन में, केंद्र सरकार ने राष्ट्रीय पेंशन प्रणाली के अंतर्गत कवर होने वाले केंद्र सरकार के कर्मचारियों के लिए राष्ट्रीय पेंशन प्रणाली के अंतर्गत एक विकल्प के रूप में एकीकृत पेंशन योजना शुरू करने का निर्णय लिया है।

 

2. एकीकृत पेंशन योजना केंद्र सरकार के ऐसे कर्मचारियों पर लागू होगी जो राष्ट्रीय पेंशन प्रणाली के अंतर्गत आते हैं और जो राष्ट्रीय पेंशन प्रणाली के अंतर्गत इस विकल्प को चुनते हैं। इसमें निम्नलिखित विशेषताएं होंगी, अर्थात्ः

वर्तमान में 8वें वेतन आयोग और इसके अंतर्गत केंद्रीय कर्मचारियों की सैलरी में होने वाले बदलावों पर चर्चा जोरों पर है। सभी लोग इस आयोग के तहत मिलने वाले लाभों के बारे में बात कर रहे हैं। इस बीच, कुछ लोग DA और DR के संदर्भ में भी विचार कर रहे हैं। कुछ का मानना है कि नए वेतन आयोग में DA और DR पर असर पड़ेगा, जबकि अन्य इस पर सहमत नहीं हैं। इस लेख में हम यह जानने का प्रयास करेंगे कि क्या DA और DR के लिए कोई विशेष प्रावधान है या इसे केवल मूल वेतन के साथ लागू किया जाएगा। DA और DR कैसे निर्धारित होते हैं नए वेतन आयोग के लागू होने पर सैलरी का निर्धारण फिटमेंट फैक्टर के आधार पर किया जाता है। इस प्रक्रिया में महंगाई भत्ता (DA) और महंगाई राहत (DR) को शामिल नहीं किया जाता है। सरकार इसे वेतन आयोग की सिफारिशों के अनुसार महंगाई के बढ़ने के साथ जोड़ती है। यह हर छह महीने में एक बार संशोधित किया जाता है।

 वैष्णव ने आगे कहा कि 7वीं वेतन आयोग की सिफारिशों को सफलतापूर्वक लागू किया गया है। सरकार 8वीं वेतन आयोग के गठन और इसकी संरचना के बारे में अतिरिक्त जानकारी बाद में प्रदान करेगी। 7वीं वेतन आयोग के कार्यान्वयन ने केंद्रीय सरकारी कर्मचारियों के वेतन संरचनाओं, भत्तों और पेंशन में महत्वपूर्ण बदलाव लाए, जिससे सक्रिय कर्मियों और सेवानिवृत्त व्यक्तियों के लिए उचित मुआवजा सुनिश्चित हुआ। आमतौर पर, केंद्रीय वेतन आयोग लगभग हर दस वर्ष में स्थापित होते हैं ताकि केंद्रीय सरकारी कर्मचारियों के वेतनमान, भत्तों और लाभों में समायोजन की सिफारिश की जा सके, जिसमें विभिन्न आर्थिक कारकों, जैसे महंगाई को ध्यान में रखा जाता है। 

7वीं वेतन आयोग का गठन तत्कालीन प्रधानमंत्री मनमोहन सिंह द्वारा 28 फरवरी, 2014 को किया गया था, और इसने 19 नवंबर, 2015 को अपनी रिपोर्ट प्रस्तुत की, जिसमें नए प्रावधान 1 जनवरी, 2016 से लागू हुए। इस समय सीमा के अनुसार, यह अपेक्षित है कि 8वीं वेतन आयोग की सिफारिशें 1 जनवरी, 2026 से लागू की जाएंगी। पिछले आयोगों की तरह, यह वेतन में संशोधन, जिसमें महंगाई भत्ता (DA) और पेंशनभोगियों के लिए महंगाई राहत (DR) के समायोजन की सिफारिशें शामिल होंगी, का प्रस्तावित करने की उम्मीद है।

Since 1947, a total of seven Pay Commissions have been established, with the most recent one being implemented in 2016. As the term of the 7th Pay Commission is set to conclude in 2026, commencing the process in 2025 will provide ample time to consider and evaluate the recommendations prior to its conclusion.

On Thursday, the Union Cabinet, led by Prime Minister Narendra Modi, approved the formation of the 8th Pay Commission, as reported by sources to TOI. Information and Broadcasting Minister Ashwini Vaishnaw indicated that the Chairman and two members for the commission will be appointed shortly.

The Pay Commission is responsible for determining the salaries and compensation for central government employees, and with the establishment of the 8th Pay Commission, employees can anticipate a potential increase in their salaries.

Ashwini Vaishnaw announced that the 7th Pay Commission, which was implemented in 2016, will remain in effect until 2026. In anticipation of this timeline, the government has sanctioned the formation of the 8th Pay Commission to ensure that its recommendations are prepared and can be enacted by 2026.

Over one crore central government employees and pensioners are keenly awaiting the establishment of the 8th Pay Commission, which is tasked with reviewing and adjusting their basic salaries, allowances, pensions, and other benefits. Vaishnaw further stated that the recommendations of the 7th Pay Commission have been successfully implemented. The government will provide additional information regarding the 8th Pay Commission, including its composition, at a later date. The implementation of the Seventh Pay Commission resulted in significant changes to the salary structures, allowances, and pensions for central government employees, thereby ensuring fair compensation for both active personnel and retirees.

Typically, Central Pay Commissions are established approximately every ten years to assess and recommend adjustments to pay scales, allowances, and benefits for central government employees, taking into account various economic factors, including inflation.

The 7th Pay Commission was constituted by then Prime Minister Manmohan Singh on February 28, 2014, and it presented its report on November 19, 2015, with the new provisions taking effect from January 1, 2016. Following this timeline, it is anticipated that the recommendations of the 8th Pay Commission will be implemented starting January 1, 2026. As with previous commissions, it is expected to propose revisions to salaries, including adjustments to Dearness Allowance (DA) and Dearness Relief (DR) for pensioners
